Out of these, Public Events provide the most Legendary Cores. While I'm not certain of the exact details, the legendary crafting system currently in the PTS will allow you to use 'legendary cores' which you can get as event drops to create legendary items out of mundane ones, or reroll the stars on existing legendaries.
